It appears the Iowa App was an intentional attempt to falsify the Iowa Caucus voting results to sabotage Bernie. That is why they refused any federal help in testing it.
Unfortunately for the Dems, the App didn't behave the way it was intended. Instead of suppressing a limited number of votes for Bernie, it reported noticeably incorrect results for multiple candidates.
This is somewhat similar to the scenario in the movie Office Space, where their App was supposed to only steal a penny or two per transaction, and instead stole $300,000 due to "a decimal error".
The corruption of the Dems is only exceeded by their stupidity and incompetence.
