It has now come to light via the Washington Post through the leaks from Edward Snowden that the NSA has repeatedly violated the law and spied on Americans. Of course, NSA Oversight functions within the agency and Congress were not informed of this. Without Snowden, none of this would have come to light. The NSA claims that most of these incidents were honest mistakes. Right. But even so, that means some of them were intentional violations of the law. So, they are only partially guilty.
